Senior Procurement Executive

Our client, operating within the public sector, is recruiting a Senior Procurement Executive to oversee all purchasing of all supplies, equipment and material in line with public procurement policies and procedures. Additionally, the ideal candidate will be responsible for:

  • Researching suppliers of materials, equipment or suppliers to determine product availability and compare terms of sales and item quality
  • Preparing purchase requisitions in accordance with public procurement procedures
  • Drafting and [publishing Calls for Quotations (CFQ) / Tenders in accordance with public procurement regulations both on the company's website and on the ePPS Portal.
  • Obtaining approvals including requests for Direct Orders submitted to Senior Management
  • Guiding and assisting the various ‘company divisions/offices/sections’ in developing and implementing an appropriate purchasing strategy for the products they require
  • Drafting of replies and uploads replies to clarification requests that may arise during the tendering period
  • Coordinating CFQ / Tenders opening/unlocking sessions and other pertinent assignments in order to ensure that all the applicable regulations are strictly adhered to.
  • Assisting the Head of Procurement in evaluating bids received.
  • Assuming the role of Secretary of the Evaluation Committee where needed
  • Drawing up evaluation reports for CFQs / tenders and uploading same on ePPS portal for final approval
  • Coordinating the award or cancellation of the tendering process
  • Issuing purchase orders and drafting Contract Agreements
  • Coordinating and communicating with suppliers as needed
  • Maintaining a database of all procurement procedures including remaining balances and ensuring that respective Contractor’s Obligations (guarantees and insurances) are being fulfilled
  • Gathering, analysing and presenting purchasing statistics to senior management as requested
  • Liaising with the various internal departments to ensure accurate and timely payment of invoices
  • Resolving claims against suppliers and escalating to senior management as and when appropriate
  • Forecasts purchasing needs and advising on future procurement accordingly
  • Preparing and presenting reports and other documentation to senior management as requested.
  • Attending courses provided by the Centre for Development Research and Training (CDRT) or other institutions on matters related to the job
  • Carrying out any other tasks that may be required from time to time.

Experience and Skills:

  • Diploma in Logistics, business, procurement or a relevant industry
  • Minimum of 3 years of working experience in a similar position 
  • Keeps up to date with new trends, instruments, and methodologies in relation to Legislation and Regulations that could potentially impact the company's goals, objectives and efficiency
  • Keeps up to date with the latest developments within the company
  • Meticulous and attentive to detail
  • Conscientious and problem solving
  • Able to meet deadlines accordingly
  • Excellent communication skills both written and verbal
  • Excellent command of the English language
